.OGV files are produced by the gtk-recordmydesktop program. These are screencasts that cannot be played on Windows. To play them on Windows, use the latest version of Firefox. This plays OGV files automatically.
To edit the OGV file, you have options like converting them to mp4 by using ffmpeg, where you lose a little bit of quality or use pitivi to edit them. Other open source video editors, cannot edit these files. Pitivi saves in a native XML format.
