To enable USB Debugging on an Android device, first enable Developer options on the phone by going to Settings -> About, look for the Build Number and tap it 7 times. Then in Settings -> System -> Developer Options, scroll down and check the box that says USB Debugging to enable it.
You are now a developer. Once you are done with the activities you want to do in Developer Options, disable USB Debugging and disable Developer Options.
