Fedora has not put the vlc media player in it’s official repos. To install it and various other such applications not available in the Fedora repos, add the rpmfusion repository to the package manager and use it to download vlc.
To add the rpmfusion repos, open a terminal window and enter the following commands:
$ sudo rpm -Uvh http://download1.rpmfusion.org/free/fedora/rpmfusion-free-release-$(rpm -E %fedora).noarch.rpm <enter>
$ sudo rpm -Uvh http://download1.rpmfusion.org/nonfree/fedora/rpmfusion-nonfree-release-$(rpm -E %fedora).noarch.rpm <enter>
Install VLC using:
$ sudo dnf install vlc <enter>
Also install the following, if required:
$ sudo dnf install gstreamer1-plugins-base gstreamer1-plugins-good gstreamer1-plugins-bad-free gstreamer1-plugins-bad-free-extras gstreamer1-plugins-good-extras libdvdread libdvdnav lsdvd fluid-soundfont-gs <enter>
